Toppy Amani Animation idea Reference

this is the idea that I had for the short animation work I wanted done. I am not sure how this is done and I hope that the directions for what I want is clear. 
 
its basically the two ladies listening to music in their headphones. Amani is drawing in her tablet and Toppy is swinging side to side while she is snapping her fingers.
